WhatsApp templates: marketing or utility in e-commerce?

A shipping notice and a repurchase offer can come from the same store but serve different purposes on WhatsApp. Utility templates address a specific transaction or request without promotion; marketing templates aim to drive interest, purchase, or return. To choose, review the full message context and content, not just the triggering event.

What's the difference between marketing and utility?

The official documentation provides utility messages to follow up on orders, update transactions, and communicate information relevant to the customer's relationship with the business. A payment confirmation or a shipping update is an example of this context, provided it reflects a fact and does not contain promotion.

Meanwhile, marketing messages include offers, product recommendations, cart recovery, and reengagement. They are not limited to discounts: an invitation to discover a collection also has a promotional purpose.

The distinction helps plan communication but does not represent prior approval. The category actually assigned to the template and its status must be checked before use. Writing “order,” “notice,” or “update” does not automatically make the content utility.

Template is not just a saved reply

Here, “template” means a message template of the WhatsApp Business Platform subject to approval. It is not just text the team copies or a quick reply saved in the app. According to the WhatsApp Business Messaging Policy, starting conversations on the Platform requires an approved template. Responses without a template are allowed within the 24-hour service window, opened and renewed by user messages.

The service window and the category answer different questions: one deals with response conditions; the other, with the communication's purpose. Do not use the existence of an open conversation as justification to ignore authorization, relevance, or customer preferences.

Four examples to review the text before sending

The examples below are educational and were written to explain the editorial decision. They are not templates approved by Meta. Fields in brackets indicate data to verify and adapt; they do not represent the syntax of a specific integration.

1. Payment confirmation without additional offer

Proposed message: "Hi, [name]. [store] has confirmed payment for order [order]. You can check the purchase status at [order link]."

What to verify: Was the payment actually confirmed, does the identifier belong to the recipient, and does the link open the correct order? The information must match the status recorded in the store. Order created and payment approved are different events.

What changes the purpose: Adding “take the opportunity to buy one more item” introduces a sales proposal. To keep the notice focused on the transaction, remove the offer from this text and plan a separate campaign with its own audience and authorization.

This care applies to order notifications via WhatsApp: the subject must correspond to the stage the operation can substantiate.

2. Pending payment for an existing order

Proposed message: “Hello, [name]. The order [order] from [store] is awaiting payment confirmation. Check the status and available options at [order link]. If you have already paid, reply so we can verify.”

What to check: is there an identified order, is the status still pending, and is the payment information up to date? Do not send if the purchase has already been canceled or if the link has expired. If the customer disputes the details, route to support before following up.

What changes the purpose: “pay now and get a benefit on your next purchase” adds a commercial incentive. The editorial recommendation is to keep the reminder of pending payment tied to the status of that order and evaluate the promotion separately.

3. Abandoned cart is not an order confirmation

Proposed message: “Hello, [name]. You left items in [store]'s cart. If you want to resume your purchase, here is the link: [cart link]. Can we help with any questions?”

What to check: is the cart still valid, was the purchase not completed, and can the contact receive this message? Do not call a selection of products that has not advanced to checkout “approved order.”

Meta includes cart recovery among marketing uses. Removing the coupon from the text does not change the goal of recovering a purchase into a transactional confirmation. Operational steps are detailed in the guide on abandoned cart recovery via WhatsApp.

4. Shipping update and product recommendation

Shipping notice: “Hello, [name]. The order [order] from [store] has been shipped. Track the delivery at [tracking link].”

Commercial recommendation: “Hello, [name]. [Store] has selected accessories related to your purchase. If you'd like to see the options, check [selection link].”

Both messages may relate to the same customer but serve different purposes. For the first, confirm that the shipment occurred and that valid tracking is available. For the second, review the relevance of the recommendation, the authorization and campaign frequency. Purchase history helps contextualize the offer; it does not change its promotional purpose.

Separating topics also allows measuring outcomes: delivery issues belong to order operations, while interest in accessories belongs to commercial action. This does not mean sending two messages to every customer; each contact needs its own justification.

How to organize template review in the store

A simple form prevents the category being decided in isolation by the author. For each message, record:

  1. Purpose: what information or action should the customer understand?
  2. Origin: which store event or audience selection justifies the contact?
  3. Verifiable context: which order, request or interest supports the message?
  4. Complete content: do text, images, buttons and link destinations point to the same purpose?
  5. Sending conditions: who is included, who is excluded and what interrupts the flow?
  6. Control: who verifies the category and template state and who answers questions?

If a template cannot be used in the planned category, record the available reason, review the context and check the full content. Do not make successive word swaps just to try to classify an offer as utility. If the message promotes a new purchase, plan it as part of marketing campaigns.

Correct category does not replace permission

WhatsApp policy requires the business to have received the contact and applicable permission for communications. It also requires honoring stop requests, made inside or outside the app. Classifying a template as utility does not create authorization that does not exist.

In the store process, record the source of consent and the available preferences before building the audience. When someone replies with a question about an order, charge, or delivery, the team must continue the support. A standardized template organizes the conversation opening but does not alone resolve every situation.

What to consider in message costs?

The official Meta pricing page states billing per message delivered, with conditions that depend on the market and category. There are cases of free messages; therefore, it is not correct to treat every message as paid nor every utility message as free.

To estimate the operation, separate volumes by purpose, consider the category actually assigned, and check the current table. Costs of the contracted platform should be analyzed separately from Meta charges. The Official API cost calculator helps simulate scenarios, but does not approve templates or guarantee the classification used in the estimate.

The content decision must come before trying to reduce the fee. An operational notice needs to inform correctly; a campaign needs to be relevant. Savings do not justify presenting a promotion as if it were an order update.
